The refreshed entries are: Andrey Vladimirovich Averyanov (entry 4), GRU deputy director and commander of unit 29155, described as in charge of Russian military operations in Africa under the Africa Corps after the Wagner Group restructuring, including the seizure of the Intahaka gold mine in Mali and the exploitation of natural resources to finance operations; Vladimir Vladimirovich Sergiyenko (entry 6), former assistant to Bundestag member Eugen Schmidt, described as colluding with Russian intelligence officers while leveraging parliamentary access and spreading disinformation via Vesti FM and Balt News; Hüseyin Doğru (entry 20), founder of Istanbul-based AFA Medya A.Ş. operating “RED” media platforms with financial and organisational links to Russian state propaganda, described as spreading false information to a predominantly German audience and operating platforms whose RED personnel coordinated with occupiers to disseminate images of their vandalism during a violent university occupation; Alina Lipp (entry 23), operator of the “Neues aus Russland” blog and war correspondent with Russian forces in eastern Ukraine appearing on the Zvezda military channel; Iurie Neculiti (entry 27) and Ivan Neculiti (entry 28), former CEO and owner of UK-registered Stark Industries Solutions Ltd., whose 2025 infrastructure transfer to WorkTitans B.V. and MIRhosting is described as an ownership-obfuscation front enabling Russian state-sponsored information manipulation and cyber-attacks; Andrei Kharkovsky (entry 29), Germany-based supporter of the Union of Cossack Warriors of Russia and Abroad organising military gatherings in Germany; and Jacques Baud (entry 57), former Swiss army colonel described as a mouthpiece for pro-Russian propaganda.
The regulation enters into force on the day following its publication in the Official JournalEuropa, is binding in its entirety and directly applicable in all Member States, and was adopted on the basis of Article 13(4) of Regulation (EU) 2024/2642 following the Council's review.

Screening teams should move the Belyavtseva record from the 2024/2642 list to the 269/2014 list and refresh the eight amended entries so freezes and name searches track the new legal placement.
