Customs authorities across the Union must now register imports of certain polyvinyl alcohols (PVA) originating in China where the producer is the Sinopec Group.Europa The registration covers homopolymer-resin PVA with a viscosity of 3 to 61 mPa s (measured in 4% aqueous solution at 20 °C) and a degree of hydrolysis of 80,0 to 99,9 mol %, both measured by the ISO 15023-2 method

Registration is not a duty.Europa It preserves the Commission's ability to levy anti-dumping duties retroactively on these registered imports if the reopened investigation ends with definitive duties and the legal conditions for retroactive collection are met.

The reopening follows the Court of Justice judgment of 3 September 2026 in Case C-319/24 P, which confirmed the General Court's partial annulment of the original duty regulation (Implementing Regulation (EU) 2020/1336) only as regards the downward adjustments to the export price under Article 2(10)(i) of the basic anti-dumping Regulation. The Commission reopened the investigation by notice of 9 October 2026 and imposed registration on its own initiative under Article 14(5) of the basic RegulationEuropa.
Two operational consequences run alongside registration. Registration expires nine months after the regulation's entry into forceEuropa, so the window closes in mid-July 2027

Europa — pending repayment and remission claims are therefore frozen.
Anyone importing the Sinopec-manufactured PVA concerned faces possible retroactive duties on shipments arriving during the registration windowEuropa, and should not expect decisions on repayment or remission claims before the regulation concluding the re-examination enters into force. The regulation entered into force on 10 October 2026
