Funds and economic resources belonging to the group listed in Annex I to Council Regulation (EC) No 881/2002 remain frozenEuropa, and no funds or economic resources may be made available to it
Europa. Commission Implementing Regulation (EU) 2026/2287 changes only how that group is identified on the list
Europa.
The entry formerly headed 'KHATIBA AL-TAWHID WAL-JIHAD (KTJ)'Europa is now headed 'KHATIBA JAMA’AT AL-TAWHID WAL-JIHAD (KTJ)'
Europa, with the original script rendered as Катиба Джамаат ат-Таухид валь-Джихад. The alias set now reads: a) JANNAT OSHIKLARI; b) Jama'at al-Tawhid wal-Jihad in Arabic script (جماعة التوحيد والجهاد); c) Katiba al-Tawhid wal-Jihad in Arabic script (كتيبة التوحيد والجهاد)
Europa. The previous 'F.k.a.: JANNAT OSHIKLARI' line and the 'Address: na' line no longer appear.
Everything else about the entry is unchanged. The group, formerly known as Jannat Oshiklari, remains described as a terrorist organisation operating under the umbrella of Al-Nusrah Front for the People of the Levant, active principally in the Syrian provinces of Hama, Idlib and Ladhiqiyah and also conducting operations in Turkey, Kyrgyzstan, Uzbekistan, the Russian Federation, Tajikistan, Kazakhstan, Egypt, Afghanistan and Ukraine, with about 500 fighters and cooperating with Khatiba Imam al-Bukhari and the Islamic Jihad Group. The designation date of 7 March 2022 stands.
The amendment gives effect in EU law to the decision the United Nations Security Council Sanctions Committee tookEuropa on 28 September 2026
Europa under Resolutions 1267(1999), 1989(2011) and 2253(2015)
Europa to amend the identifying data for this entry
Europa. It is the 362nd amendment to Regulation (EC) No 881/2002.
Because the freeze in Article 2 of Regulation (EC) No 881/2002 applies to every person, group and entity listed in Annex IEuropa, anyone applying that freeze must now match against the amended heading and alias data, including the Arabic-script aliases; the prohibitions themselves — the freeze and the ban on making funds or economic resources available — continue exactly as before
Europa. The regulation entered into force on 10 October 2026
Europa, the day after its publication in the Official Journal
Europa, and is directly applicable in all Member States
Europa.
Legal basis: Article 1 of Commission Implementing Regulation (EU) 2026/2287 amending Annex I to Council Regulation (EC) No 881/2002, with entry into force under its Article 2Europa; freeze and making-available prohibitions in Article 2 of Regulation (EC) No 881/2002
Europa.
Update the Annex I name and alias record for the KTJ group, including the Arabic-script aliases, in every screening list and watchlist fed from Regulation (EC) No 881/2002, and re-screen matches against the amended entry.
