The Council added 743 persons and 826 entities to the EU Ukraine sanctions lists on 12 October 2026Europa, designating a cross-section of Russia's military-industrial complex together with the executives who run it. Two parallel instruments adopted the same day carry the additions: Council Decision (CFSP) 2026/2279, amending the Annex to Decision 2014/145/CFSP
Europa, and Council Implementing Regulation (EU) 2026/2281, inserting the same names into Annex I to Regulation (EU) No 269/2014
Europa. Both entered into force on the date of their publication in the Official Journal, and the regulation is binding in its entirety and directly applicable in all Member States.
The listed entities, numbered 1010 to 1835 in the AnnexEuropa, are companies the Government of the Russian Federation has identified as belonging to the Russian military-industrial complex, which the Council treats as forming part of Russia's military and industrial complex. The entries describe employers across the Russian arms industry — research institutes, instrument and electronics manufacturers, ship-repair yards and component plants — that are entitled to receive federal subsidies for the housing costs of their employees. The listed persons, numbered 2199 to 2941, are the general directors and directors of those entities, whom the Council treats as materially supporting Russia's military and industrial complex through their executive functions. The recitals present the package as a response to Russia's continued aggression against Ukraine, including strikes deliberately targeting civilian infrastructure.
Listing carries the standard Ukraine-regime consequences under the amended annexes. Under Decision 2014/145/CFSP, all funds and economic resources belonging to, or owned, held or controlled by, listed persons, entities and bodies are frozenEuropa. The Council's Ukraine regulation gives effect to the same freeze
Europa and prohibits making funds or economic resources available to listed parties
Europa. Screening against the consolidated lists needs to reflect the 1,569 new entries from 12 October 2026, including transliterated company names, addresses, registration numbers and tax identification numbers as set out in each entry.
Legal basis: Council Decision (CFSP) 2026/2279 amending Decision 2014/145/CFSP (Article 1 and the Annex; Article 2 on entry into force); Council Implementing Regulation (EU) 2026/2281 implementing Regulation (EU) No 269/2014, Articles 1 and 2 and the Annex; freeze consequences under Article 2 of Decision 2014/145/CFSP as amended and the corresponding provisions of Regulation (EU) No 269/2014.
Screen the consolidated Ukraine list for the 1,569 new entries and freeze any funds or economic resources of the listed persons, entities and bodies.
