The Council extended the European Union's restrictive measures on Guinea for another yearEuropa and removed two listed individuals
Europa. Council Decision (CFSP) 2026/2317 of 13 October 2026
Europa, published in the Official Journal on 14 October 2026
Europa, amends Decision 2010/638/CFSP
Europa: the expiry date in Article 8(2) moves from 27 October 2026
Europa to 27 October 2027
Europa, and entries number 4 and 5 are deleted from the Annex list of persons subject to Articles 3 and 4
Europa. In parallel, Council Implementing Regulation (EU) 2026/2318 of the same day deletes entries 4 and 5 from Annex II to Regulation (EU) No 1284/2009
Europa, the list of natural and legal persons, entities and bodies subject to restrictive measures under Article 6(3) of that Regulation, following the Council's review of the list.
The renewed regime keeps its two pillars. Under Article 3 of Decision 2010/638/CFSP, Member States must prevent the entry into or transit through their territories of the listed individuals, subject to the standard international-law exemptions and to exemptions for urgent humanitarian need or intergovernmental meetings promoting democracy, human rights and the rule of law in Guinea. Under Article 4, all funds and economic resources belonging to, owned, held or controlled by listed persons are frozen, and no funds or economic resources may be made available to or for their benefit, with the usual authorisations for basic needs, legal fees, routine holding charges and extraordinary expenses.
For screening teams, the operative consequence is twofold: the Guinea regime now runs until 27 October 2027Europa, and two names leave the asset-freeze and travel-ban lists
Europa. Both acts enter into force on the day following their publication in the Official Journal
Europa, and the Regulation is binding in its entirety and directly applicable in all Member States. The new acts do not name the two delisted individuals, referring only to entries number 4 and 5 of each list; screeners should update their lists from the consolidated versions of the Annexes.
Legal basis: Council Decision (CFSP) 2026/2317 amending Decision 2010/638/CFSP; Council Implementing Regulation (EU) 2026/2318 amending Regulation (EU) No 1284/2009.
Update your screening lists: keep the Guinea asset-freeze and travel-ban entries in force until 27 October 2027 and remove former entries 4 and 5 from both Annexes.
