Elva revises project-grant applications, acceptance and reporting
The rules effective from 4 September 2026 set an October deadline for traditional-event support, investment co-financing conditions and electronic acceptance requirements.

Elva municipality’s revised project-grant rules take effect on 4 September 2026. They cover applications, awards and monitoring of grants from the municipal budget, including investment support and traditional events. Applicants should review the relevant support category and its timetable before submitting a project.
Applications for traditional-event support must be submitted by 1 October of the year preceding the budget yearRiigiteataja. The same applicant’s annual programme is presented in a single application. The category concerns established recurring cultural, sporting or community events or programmes in Elva and includes conditions on their previous delivery and significance to the municipality.
For investment-project co-financing, the application form must be submitted to the municipal government for coordination at least 30 days before applying to the main funderRiigiteataja. The municipal co-financing amount is 10% of the project budget
Riigiteataja. It can include municipal activities, services or products valued in money as well as a cash contribution, and the government may vary the percentage where justified.
Applications are submitted through SPOKURiigiteataja. The municipal government announces each project-support round and specifies its category, deadline, budget, support level and any additional conditions. Applicants must have fulfilled national and local tax obligations and submitted the required reports for earlier municipal support.
A successful applicant must confirm acceptance and the grant obligations through SPOKU within 10 days of receiving the award noticeRiigiteataja. Without that confirmation, or if the applicant declines, the grant is treated as refused and is not paid
Riigiteataja. Payment normally follows within 15 working days of confirmation unless the award order specifies another deadline

Recipients must report within one month after the project ends unless the award order sets a different deadlineRiigiteataja. Cost and payment documents need not accompany the report routinely, but the municipality can request them. Recipients must retain those documents until the end of the year following the project year.
Unsupported or misused expenditure can lead to recovery. Applicants and accountants should connect the award conditions, acceptance record and cost evidence. These requirements appear in Elva’s amended Regulation No 39 on project grants from the municipal budget.
