Lovdata. Transport of the company's own goods falls outside the regulation. Employers, and anyone managing such work on the employer's behalf, must ensure the requirements are met. Apprentices and persons on labour-market measures are not covered. Forskrift 2026-10-22-2232 applies from a single date, 6 November 2026
Lovdata; the predecessor phased entry into force between November 2024 for vehicles over 3,5 tonnes and June 2025 for vehicles between 2,5 and 3,5 tonnes.
No 24-hour period on multi-day trips, apart from the starting and finishing days, may be paid for fewer than 7,5 hours. Drivers on multi-day trips are entitled to diett: a full diett for a full travel day, paid at the rate the authorities at any time approve as tax-free diett, and a partial diett of one quarter of the diett rate per commenced sixth hour on days without a full travel day.
Dietten may not form part of ordinary pay unless a written agreement has been concluded with the worker or shop steward, the agreement specifies how large a share of the pay constitutes the diett allowance, and the allowance is itemised on the payslip. This written-agreement exception is new; the predecessor barred diett from ordinary pay without exception.
Wages are paid no later than the 20th of each month, moving to the preceding day where the pay date falls on a public holiday. Variable supplements for a given month are paid together with the ordinary wage payment in the following month. Companies bound by a collective agreement with a union holding the right of nomination may agree different payment arrangements with the employees' shop stewards.
The regulation also does not apply where the employee is already covered overall by more favourable wage and working conditions under agreement or under the law otherwise governing the employment relationship. Its geographic scope now also covers Longyearbyen and Ny-Ålesund on Svalbard. The new regulation no longer contains the predecessor's § 4 clause allowing Tariffnemnda to adjust the rate during the regulation's term following tariff revisions. Legal basis is lov 4. juni 1993 nr. 58 om allmenngjøring av tariffavtaler m.v. (allmenngjøringsloven) § 5, under which Tariffnemnda made Forskrift om delvis allmenngjøring av tariffavtaler for godstransport på vei (FOR-2026-10-22-2232), on the basis of two Godsoverenskomsten 2026–2028 agreements: one between Norges Lastebileier-Forbund and NLFs overenskomstbundne medlemsbedrifter on one side and Yrkesorganisasjonenes Sentralforbund and Yrkestrafikkforbundet on the other, and one between Norges Lastebileier-Forbund and NLFs overenskomstbundne medlemsbedrifter on one side and Landsorganisasjonen i Norge and Fellesforbundet on the other.
Pay at least kroner 244,50 per hour on covered road-freight work from 6 November 2026; use a written agreement plus payslip itemisation for any diett in ordinary pay; pay by the 20th.
