Insolvency practitioners handling a personal or corporate insolvency of a Rural Payments Agency customer now have a dedicated online service for telling the agencyGOV: the Notify the Rural Payments Agency about an insolvency page
GOV, published on 8 October 2026
GOV, routes notifications through a Defra online form
GOV. The service applies in England, and most notifications take around 10 minutes to complete.
The form covers the insolvency types a practitioner is likely to meet. Before starting, the practitioner needs the insolvency type, contact details for the person making the notification and for the business or individual concerned, and the contact details of the appointed insolvency practitioners with their appointment date. Where the notification concerns a bankruptcy or an Individual Voluntary Arrangement, a date of birth is also required. To help the agency match the notification to its records, the form optionally takes the single business identifier (SBI), the customer reference number (CRN) or the vendor number. Progress can be saved at any point and resumed later.
The same service also handles certain solvent exits, not only insolvent onesGOV: members voluntary liquidation (MVL) and voluntary strike-off can be notified through it
GOV. That matters for practitioners winding down farm businesses that hold RPA entitlements or payment claims, where the agency still needs to know the business has closed even though no insolvency event occurred.
After submission, no further step is needed unless the agency asks for more: if it needs further information it contacts the person whose details were given on the form. Practitioners who prefer to speak to someone, or who need help with the form, can phone the Rural Payments Agency on 03000 200 301, Monday to Friday from 8:30am to 5pm except bank holidays. Personal data supplied through the service is handled under the agency's personal information charter.
For a practitioner appointed over a farm business or an individual receiving rural payments, the practical step is to add the RPA notification to the appointment checklist alongside the other statutory notices, using the online form and keeping the SBI or customer reference to hand so the agency can identify the customer. Legal basis: Rural Payments Agency guidance, Notify the Rural Payments Agency about an insolvency (published 8 October 2026)GOV.
When appointed over a farm business or individual receiving Rural Payments Agency payments, notify the RPA through the online insolvency-notification form (keeping the SBI or customer reference to hand), and use the same form for MVLs and voluntary strike-offs.
